Job Description

Purpose of Consultancy:

The purpose of the consultancy is to support the capacity building interventions of UNFPA, Implementing Partners, Civil society Organisations and other key partners and stake holders on integrated Sexual and Reproductive Health and Rights.

Background/Context:
UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled. UNFPA’s strategic plan (2022-2025), focuses on three transformative results: to end preventable maternal deaths; end unmet need for family planning; and end gender-based violence and harmful practices.

UNFPA Myanmar programme is being operated under the Country Programme Document (CPD) for 2018-2022, one of which is “Strengthened capacities to deliver sexual and reproductive health information and services that reach women, youth, adolescents, minorities and other vulnerable and marginalized groups, including those affected by conflict and disasters.”

According the UN interagency Estimation (2017), maternal mortality rate of Myanmar is 250 per 100, 000 thousand live-births which is the highest in the South-East Asia Region and the annual rate of reduction is 1.8. It needs to accelerate to increase the annual rate of reduction from 1.8 to 7.5 to meet the SDG by 2030. Additionally, neonatal mortality in 2015 was 25 per 1,000 live births and strengthened efforts are also needed to achieve SDG indicator of neonatal mortality at 12 per 1000 live births by 2030.

In this context, UNFPA is looking for a national consultant, who has strong technical expertise on SRHR, to support capacity building of UNFPA partners, Civil society Organisations and key stakeholders in the areas of Right Based Family Planning Service Delivery, provision of Emergency Obstetric and new-born care (EmoNC), MDSR, MISP, CMR and Adolescent and Youth Sexual and Reproductive Health and Rights Services and other capacity emerging needs in collaboration with the different thematic focal points.

Scope of work:

The national consultant will be responsible for planning and organizing a range of capacity building interventions targeting UNFPA implementing partners as well as SRHR Partners to ensure quality and effective SRHR programme implementation and coordination.

Specific responsibilities/tasks:
● Conduct capacity building needs assessment with UNFPA partners and SRHR Partners members
● Develop capacity building plan for respective partners based on the needs assessment
● Conduct capacity building training/workshops on SRHR Basic Concept, Family Planning Training, EmoNC, MDSR and Family Planning for volunteers and service providers, CMR and MISP
● Provide technical support as needed to implementing partners to undertake SRHR information and services delivery, referral and quality assurance of services
● Mentor and coach the SRHR services providers such as doctors, midwives and nurses of implementing partners who will cascade the trainings to the Community Health Volunteers
● Develop and update the SRHR/AYSRHR training materials/resources such as guidelines, manuals, etc. for UNFPA and IPs
● Support and develop the Trainers' manuals and guidelines for SRHR/ AYSRHR in collaboration with the SRHR team.
● Conduct Training of Trainers for SRHR/AYSRHR to the staff from UNFPA and IPs if required.
● Support and develop the SRHR/AYSRHR trainers’ pool to support the trainings requests from IPs and other stakeholders.
● Perform other duties as assigned by UNFPA.

Supervisory Arrangement

The consultant will work under the direct supervision of SRHR Programme Specialist in Nay Pyi Taw, and coordinate closely with technical specialists and programme officers based in Yangon, Nay Pyi Taw and field offices.

Duration and working schedule 

The consultancy is for six (6) months with possible extension depending on performance and availability of resources. The consultant is expected to work full time from October 2022 to March 2023 . The Consultant will be based at the duty station in the Nay Pyi Taw UNFPA Office. However, work from home arrangement may be applied on alternative days depending on the COVID-19/security situation. The consultant will prepare monthly work plan to be approved by his/her supervisor and submit a monthly progress report by the first week of each month for the previous month. The consultant is expected travel to UNFPA programme states, including Rakhine, Kachin, Shan, Kayin, Mon and Kayah states and Yangon office subject to COVID-19 and security situation.

Monitoring and Progress Control

The consultant will be in regular communication with his/her supervisor and submit monthly progress reports. After conducting each capacity building training/workshop, the consultant is expected to produce training/workshop reports with key discussion points, observations, suggestions and follow-up actions.

Required qualification and experiences

Education:

● Advanced university degree in Medicine, Public health or Social Science or other related discipline relevant to this assignment

Knowledge and Experience:

● Master’s degree with 2 years of relevant working experience in programing and/or training on SRHR Programme
● Experience and capacity in development and delivery of SRHR training components to different partners/organisations, including the government, NGOs/CSOs and community-level participants
● Field experience addressing/integrating SRHR issues in emergency and post conflict contexts
● Experience as Obstetrician and Gynaecologist will be added advantage
● Excellent understanding of Myanmar’s socio-cultural issues, legal provisions, and systems of administration.
● Experience in application of conflict sensitivity and “do no harm” approach programming
● Demonstrable writing and presentation skills
● Excellent computer literacy (Windows environment, MS office application, including Word, Excel and PowerPoint and internet skills)

Languages:

Fluency in reading and writing in Myanmar and English is required.

Payment Schedule:

Payment Schedule: Monthly basis at the end of each month upon submission of Certification of payment (COP), monthly report and a tracking sheet.
