Job Description

This consultancy vacancy is open only for Nationals of Myanmar.

Purpose of Consultancy:

UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person’s potential is fulfilled. UNFPA’s strategic plan (2022-2025), focuses on three transformative results: to end preventable maternal deaths; end unmet need for family planning; and end gender-based violence and harmful practices.

UNFPA’s Fourth Country Programme Document (2018-2022) for Myanmar was approved by the Executive Board in September 2017. The Programme focuses on three key areas of intervention 1) sexual and reproductive health and rights (SRHR), 2) gender equality and women’s empowerment and 3) population dynamics. Youth and adolescents as well as gender equality and related human rights, are mainstreamed throughout the programme. UNFPA has partnerships with diverse stakeholders, including UN agencies, international and national/local NGOs, civil society organisations (CSOs), foundations, EHOs, private sector and research institutions. UNFPA has a presence in a number of priority states/regions, integrating development, peacebuilding and humanitarian spectrums.

In Myanmar, the 2014 Population and Housing Census showed that young people account for about 28 percent of its total population. Young people include adolescents (aged 10-19) and youth (aged 15- 24). Sexual and reproductive health is still considered a taboo subject, making it challenging for young people to access accurate information which helps them make informed choices for their future. The joint UNICEF/UNFPA programme ‘Health, Empowerment and Rights’ (HER; 2018-2023), funded by Global Affairs Canada, aims to strengthen sexual and reproductive health service delivery for adolescents and youth. Furthermore, within this programme UNFPA will support the development and implementation of Comprehensive Sexuality Education and Adolescent and Youth Friendly Health Services in Myanmar.

The UNFPA Myanmar Country Office is seeking a National M&E consultant to contribute to the quality assurance and the effective monitoring and evaluation of the Health, Empowerment and Rights (HER) programme and other interventions supported under multiple funding sources under the Sexual and Reproductive Health Unit. He/she analyses and assesses the implementation of the programmes and provides substantive inputs to UNFPA’s periodic internal and external reports. He/she will support the development of monitoring tools with support from thematic focals to ensure that the indicators and measures incorporated in the result framework of the different programmes are tracked, analysed and evaluated.

He/she will work with close collaboration with the M&E team, the SRHR team, other UNFPA programme teams, under the direct supervision of the SRHR Programme Specialist and under overall guidance of the Deputy Representative.

Scope of work:

● Ensures together with the HER and SRHR programme team that reporting between IPs, UNFPA and donors is synchronised and as per policy guidelines and timely
● Participates in trainings/ workshops/ webinars related to M&E areas of SRHR programme organised by various donors and research institutions
● Supports the collection and analysis of data of the HER and SRHR/FP programme in line with the requirements of different donors’ reporting
● Assists in the review, adoption and development of HER and SRHR/FP related indicators to report stronger understanding of progress made, gaps and needs of donor funded programme/ project in the areas of SRHR/FP
● Assists in the preparation of periodic progress reports on UNFPA activities;
● Provides inputs to quarterly progress made by on-going HER/SRHR programmes;
● Supports Implementing Partners to ensure results based monitoring and evaluation of implementation of all activities under HER/SRHR programme;
● Supports data (both qualitative and quantitative aspects) collection for the baseline report of the HER Programme and other SRHR programmes
● Supports and involves in the preparation of the project documents/ proposals (e.g. project descriptions, work plan and budgets and others) to be implemented under SRHR programme including HER programme
● Facilitates additional training for Implementing Partners on M&E areas to strengthen result based monitoring. reporting and evaluation.
● Supports and involves in the processes of undertaking SRHR needs assessment in different areas of UNFPA country programme
● Performs any other tasks and duties assigned by UNFPA.

Supervisory Arrangement

The National M&E Consultant will work under the overall guidance of the UNFPA Myanmar Deputy Representative, with direct supervision of the Programme Specialist SRHR who is based in Naypyidaw.

Duration and working schedule 

The consultancy is for six (6) months with possible extension depending on performance and availability of resources. The consultant is expected to work full time from October 2022 to March 2023. The Consultant will be based at the duty station in the Nay Pyi Taw UNFPA Office. However, work from home arrangement may be applied on alternative days depending on the COVID-19/security situation. There will be potential travel to programme implementing sites and UNFPA field offices

Monitoring and Progress Control

The consultant will work with the SRHR Programme Specialist and the SRHR Programme team of the Myanmar country office to determine priority deliverables however at a minimum will be responsible for delivering the following over the course of the consultancy:
● Reviewed and updated the HER M&E framework in collaboration with UNICEF and the Donor (Canada)
● Produced the HER Technical and issue brief with compelling infographics
● Adopted and developed relevant reporting formats, monitoring tools for SRHR programme interventions
● Enhanced the capacity of IPs, UNFPA staff and other Key stakeholders on M&E reporting, recording and consolidating PMF and on implementation of these tools
● Monthly and quarterly monitoring reports including analysis of data gathered for the HER programme and other SRHR/FP and RHCS programmes
● In collaboration with the M&E and the SRHR team developed M&E framework for the Midwifery Network and the SRHR proposals and concepts
● Supports IPs in the undertaking of SRHR/AYSRH assessments in the current Covid 19 and political contexts
● Support data collection and analysis of operational research on A&Y and write up advocacy briefs and research papers

The consultant will be responsible for coordinating and conducting regular monitoring of the project. He/she will be expected to provide technical support to strengthen the M&E mechanisms for the HER and SRHR programme as well as to build the capacity of IPs through on the job training. The consultant will provide a final report on the tasks set out above including recommendations.

Required qualification and experiences

Education:

● Master Degree in Statistics, Demography, Social Sciences, or Public Health. Postgraduate training in monitoring and evaluation is highly desirable.

Knowledge and Experience
● Up to 2 years’ experience in a related field and/or research.
● Experience in information management, database development, usage and management;
● Demonstrated capacity to analyse data/statistics for development and humanitarian systems and operations;
● Excellent Computer skills: MS Word, Excel, Access and database software, including in depth knowledge of pivot table/chart analysis;
● Demonstrated organisational skills, has the ability to work independently and productively, with multiple stakeholders in a fast-paced environment;
● Flexible work attitude, has the ability to work productively in a team environment and independently, and to handle requests or issues as they arise;
● Demonstrated understanding of issues related to confidentiality, data safety and other ethical concerns related to the sharing on sensitive data between humanitarian agencies;
● Excellent interpersonal and communication skills and has the ability to successfully and effectively liaise with people in a wide range of functions in a multicultural environment
● Experience with data and measures on sexual and reproductive health and rights is highly desirable

Languages
● Fluency in oral and written English and Myanmar is essential with ability to write clearly and concisely and to compose correspondence and documents in both languages 

Payment Schedule:

Monthly basis at the end of each month upon submission of Certification of payment (COP), monthly report and a tracking sheet.
