Assignment Title: 

National Consultant for Gender Based Violence (GBV) Prevention Strengthening

1.     PURPOSE OF CONSULTANCY  

 

The purpose of the consultancy is to support UNFPA Myanmar’s GBV prevention and response capacity building interventions in the targeted states. 

 

Background/Context:

UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled. UNFPA’s new strategic plan (2018-2021), focuses on three transformative results: to end preventable maternal deaths; end unmet need for family planning; and end gender-based violence and harmful practices. 

 

UNFPA Myanmar programme is being operated under the Country Programme Document (CPD) for 2018-2022, one of which is “strengthened capacities to formulate and implement multi-sectoral rights-based policies and interventions that prevent and mitigate the impact of gender-based violence, especially among the marginalized, the vulnerable and young people”.

 

UNFPA has launched the second phase of the “Women and Girls First (WGF)” Programme (2019-2022), which is a large multi-year, multi-donor initiative, that provides knowledge and technical leadership in partnership with civil society organizations and a wide range of national stakeholders to advance:  gender equality, improving sexual and reproductive health and rights (SRHR) services, responding to and preventing gender based violence (GBV) and integrating Mental Health and Psychosocial Support (MHPSS).

 

Given the diversity of partners in terms of operating context, ongoing initiatives, existing capacities and needs, UNFPA is exploring to provide broader opportunities to its partners to learn, reflect and strengthen the GBV prevention programme. While efforts have been made to organize various awareness-raising and community mobilization activities by partners, there is a need to have evidence-based and structured approach in order to elevate these activities to social norm change. Thus, promoting and enhancing evidence-based GBV prevention is one of the key priorities under WGF. UNFPA is looking for a national consultant with technical expertise on gender and GBV to; review existing GBV prevention methodologies in line with internationally tested methodologies; assess the existing activities/capacities related to GBV prevention of UNFPA partners; and conduct learning sessions on GBV prevention. 

 

 

2.     SUPERVISION AND WORKING ARRANGEMENT  

 

The consultant will directly report to UNFPA Programme Specialist GBV based in Myitkyina.

 

 

3.     SCOPE OF WORK AND EXPECTED DELIVERABLES

 

  • Conduct a desk review of available GBV awareness raising materials developed and used in Myanmar and in other relevant emergencies.
  • Conduct consultations with UNFPA partners, relevant GBV actors and beneficiaries to identify priority content and methodology of GBV prevention and risk mitigation program.
  • In collaboration with UNFPA technical specialist, provide technical support to GBV staff (UNFPA and partners) in community engagement and participatory approaches based on ‘do no harm’ principles
  • Provide guidance on community testing and oversee testing.
  • Develop and/or adapt and rollout awareness raising materials as a comprehensive package of tools to guide UNFPA partners on GBV social mobilisation including a ToT with a facilitator’s guide, key messages, and various GBV awareness-raising strategies for different community groups and audiences.
  • Orient partners on tools to measure change in knowledge, attitudes, and behaviour.
  • Perform other duties as assigned by UNFPA.

 

4.     DURATION AND WORKING SCHEDULE  

 

The consultant will be engaged for 6 months on a full time basis. The consultant will work from home, with frequent field mission to UNFPA programme states, including Shan and Kayin states, subject to COVID-19 and security situation. 

 

 

5.     MONITORING AND PROGRESS CONTROL

 

The consultant will be in regular communication with his/her supervisor. Consultant will work under the direct supervision of GBV Programme Specialist in Myitkyina, and coordinate closely with technical specialists and programme officers based in Yangon, Southern Shan, Kayin and any other field offices as may be required. 
 
The consultant will prepare monthly work plan to be approved by his/her supervisor and submit a monthly progress report by the first week of each month for the previous month. 

 

6. Terms of Payment 

The consultant will work on a full-time schedule and are remunerated on a monthly basis.
 

7.     QUALIFICATIONS AND EXPERIENCE

 

Education:  

 

  • Advanced university degree in social work or other social sciences, public/community health, gender, legal advice as it relates to gender and GBV, and development or related field.

 

Knowledge and Experience 

 

  • For those with advanced university degree, minimum two years of increasingly responsible relevant professional experience is required
  • For those with Bachelor’s degree, minimum four years of increasingly responsible relevant professional experience is required
  • Ability to coordinate GBV prevention programs that target IDPs/returnees, and host communities.
  • Good understanding of international GBV principles and guidelines 
  • Proven relevant experience in community activism and mobilisation
  • Excellent understanding of human rights-based, survivors-centered and participatory approach.
  • Experience and capacity in development and delivery of GBV training and/or sessions to different partners/organizations, including the government, NGOs/CSOs and community-level participants 
  • Field experience addressing/integrating gender, and/or GBV issues in emergency and post conflict contexts 
  • Excellent understanding of Myanmar’s socio-cultural issues, legal provisions, and systems of administration. 
  • Experience in application of conflict sensitivity and “do no harm” approach programming
  • Excellent computer literacy (Windows environment, MS office application, including Word, Excel and PowerPoint and internet skills)

 

Languages

 

  • Fluency in reading and writing in Myanmar and English is required.
