Assignment Title:

National Consultant for Gender Based Violence (GBV)-  Health Sector

Duration of Consultancy Assignment:

 1.     PURPOSE OF CONSULTANCY 

 UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled.  UNFPA’s strategic plan (2018-2021), focuses on three transformative results: to end preventable maternal deaths; end unmet need for family planning; and end gender-based violence and harmful practices.

 

UNFPA leads inter-agency GBV coordination in Myanmar across the humanitarian-development-peace building nexus. The Myanmar CO had also engaged with various sectors to review progress toward the adoption of the Essential Service Package.  UNFPA, together with WHO and other partners, contributed toward the development of the Ministry of Health and Sports (MOHS) Guidelines on Health Care Response for Gender-Based Violence (GBV) Survivors launched in late 2018. The Guidelines were launched in October 2018 and UNFPA subsequently supported training on the new Guidelines in several states (Kachin, northern Shan, Rakhine, Mon and Kayin) during 2019 as well as a workshop to review a tool for health facility monitoring and the development of job tools for health workers.  Despite these important accomplishments, there remains a need to elaborate an action plan to support strategic and systematic operationalization of the Guidelines.

  

In order to more efficiently operationalize the MOHS’ guidelines and more systematically strengthen the health sector response across the nexus, the consultant in consultation with UNFPA and relevant partners will develop an action plan to strengthen the health sector response to GBV.  It is also envisioned that this plan will help to coordinate the contributions and support by all actors in Myanmar, fully in line with existing national strategies and policies.

 

The proposed plan will be comprehensive including, among other key priorities: capacity-building strategies ranging from skills-based refresher trainings to integrating GBV into in-service training of health professionals; strengthening systems for ethical data collection, storage,  management, and analysis; multi-sectoral referrals to and from the health actors; supplies, equipment and commodities; community awareness-raising; and health facility monitoring, etc. It should be costed to the greatest extent possible and include a monitoring plan.

 

The consultant will coordinate with UNFPA’s Sexual and Reproductive Health and Right (SRHR) and Gender-Based Violence (GBV) teams in Yangon and Naypyitaw as well as field-based colleagues.  He/she will also consult regularly with partners to mobilize inter-agency support for the plan.

2.     SUPERVISION AND WORKING ARRANGEMENT 

The Consultant will directly report to the Gender Equality/GBV Programme Specialist based in Yangon.

3.     SCOPE OF WORK AND EXPECTED DELIVERABLES  

The consultant will focus on the following activities:

  • Hold virtual meetings with UNFPA field team and key health partners to identify concerns and challenges in GBV health service delivery;
  • Draft a framework for an action plan based on current understanding of gaps and priorities already documented by UNFPA and partners;
  • Lead consultation meetings with key health and GBV partners to discuss the draft action plan and identify additional gaps, and needs and available resources (UN and NGO partners)
  • Draft an action plan to support the operationalization of the GBV Clinical GL which should be costed, if possible and include a monitoring framework
  • Finalize the GBV Health Facility Assessment Tool that was drafted in November 2019
  • Review the GBV job aids and posters for the health sector providing recommendations for wider dissemination and utilization among health actors.

4.     DURATION AND WORKING SCHEDULE 

The consultant will be engaged for four months on a full-time basis.

 

The consultant will be home-based and will support meetings, workshops and meetings (virtually if necessary) with possible travel to Nay Pyi Taw.

 

5.     MONITORING AND PROGRESS CONTROL

 

The consultant will work closely with the UNFPA team to determine priority deliverables however at a minimum will be responsible for delivering the following over the course of the consultancy: (1) initial action plan framework as basis for discussion; (2) draft action plan with comments and feedback from key partners; (3) final action plan document; and (4) finalized GBV health facility assessment tool. 

 

The consultant will be expected to submit monthly reports updating on the status of deliverables.                                                                                                                                               

Terms of Payment

The consultant will work on a full-time schedule and are remunerated on a monthly basis based on the actual number of working days.

       

6.     QUALIFICATIONS AND EXPERIENCE

Education 

  • Advanced degree in health, medical studies, public health, and/or other related social science field.

Knowledge and Experience

  • Five years of increasingly responsible professional experience related to gender-based violence, and SRHR;
  • Good understanding of the Myanmar health sector and MOHS;
  • Knowledge of the Essential Services Package (ESP) for Gender-Based Violence

Languages

  • Fluency in English is required

Other Required Skills

  • Ability to work within a team structure while also independent and able to take action without close supervision;
  • Strong interpersonal skills and the ability to work within different cultural environments;
