Assignment Title:

National Consultant for Adolescent and Youth Sexual and Reproductive Health and Rights Package (AYSRHR)

Duration:

1.      PURPOSE OF CONSULTANCY 

 

UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled.  UNFPA’s strategic plan (2018-2021), focuses on three transformative results: to end preventable maternal deaths; end unmet need for family planning; and end gender-based violence and harmful practices.

              

In Myanmar, young people account for about 28 percent of the total population. Young people include adolescents (aged 10-19) and youth (aged 15-24). Sexual and reproductive health is still considered a taboo subject, making it challenging for young people to access accurate information which helps them make informed choices for their future. UNFPA supported the Ministry of Health and Sports to develop the Adolescent and Youth Sexual and Reproductive Health and Rights package (AYSRHR) which includes community-based AYSRHR package and Adolescent and Youth Friendly Sexual and Reproductive Health Services (AYFSRHS) packages.

 

The joint UNICEF/UNFPA programme ‘Health, Empowerment and Rights’ (HER; 2018-2023), funded by Global Affairs Canada, aims to strengthen sexual and reproductive health service delivery for adolescents and youth. Furthermore, within this programme UNFPA will support the development and implementation of Comprehensive Sexuality Education and Adolescent and Youth Friendly Health Services in Myanmar. 

 

The UNFPA Myanmar Country Office is seeking a senior national consultant to provide technical support and guidance in the development of the AYandSRHR Package. The consultant will be responsible for developing the detailed contents of the Adolescent And Youth Sexual And Reproductive Health And Rights (AYSRHR) package including existing materials review and to organize and facilitate consultations with stakeholders ensuring the inclusiveness in the development of the package.

 

The national consultant (AYSRHR Package) will work closely together with the Ministry of Health and Sports, SRHR team especially adolescent and youth programme analyst based in Yangon and Nay Pyi Taw.

 

 

2.     SUPERVISION AND WORKING ARRANGEMENT 

 

The National Consultant will work under the overall guidance of the UNFPA Myanmar Deputy Representative, with direct supervision of the Programme Coordinator.

 

 

3.      SCOPE OF WORK AND EXPECTED DELIVERABLES

 

The national consultant will be responsible for the following duties and in consultation with the deputy representative, programme coordinator, and adolescent and youth programme analyst will determine the prioritization of activities.

 

The following activities will be undertaken:

 

AYSRHR resource materials review

 

  1. Review the existing global guidelines for AYSRHR.
  2. Review the existing resource materials, guidelines, and tool kits of MOHS and all stakeholders for AYSRHR in Myanmar.
  3. Conduct mapping exercise of the existing materials, guidelines, and tool kits in Myanmar with the components in the AYSRHR package in consultation with stakeholders

 

Development of detailed content for AYSRHR package

 

  1. Develop the detailed content of the AYSRHR package in close consultation with MoHS, UNFPA SRHR team, and stakeholders
  2. Facilitate the stakeholders’ consultations along the process of development of AYSRHR package
  3. Organize and lead consultation meetings with stakeholders?
  4. Collect stakeholders’ inputs and incorporate into the AYSRHR package as relevant
  5. Facilitate meaning engagement of adolescents and youth in the development process of the AYSRHR package.

 

Pilot testing

 

  1. Develop an operational plan for pilot testing in consultation with MoHS and UNFPA
  2. Support the pilot testing of the AYSRHR package
  3. Finalize AYSRHR Package based on pilot testing findings

 

4.      DURATION AND WORKING SCHEDULE 

 

The contract will be maximum 45 days over a period of 3 months (November 2020 to January 2021)

The consultant will be home based with possible visits to Naypyitaw for meetings with Government Departments. With the limited and restrictive settings due to COVID-19, the meetings with stakeholders including Government Departments might be moved to an online platform.

 

 

5.      MONITORING AND PROGRESS CONTROL

 

The national consultant will report on a bi-weekly basis to the Programme Coordinator and Programme Analyst (Adolescent and Youth).

 

In addition to maintaining deadlines for the key deliverables, the consultant will provide a final report outlining achievements and recommendations.

 

The consultant will work with the SRHR Programme Specialist, Programme Analyst (Adolescent and Youth) of the Myanmar country office under the overall supervision of Programme Coordinator to determine priority deliverables. At a minimum, he/she will be responsible for delivering the following over the course of the consultancy. These deliverables will be done alongside adolescents and youth programme analyst to ensure sustainability and continuity of outcomes.

 

  • Workplan with specific timeline (two weeks after the start of the contract)
  • Provide a report on reviewing of existing global and local guidelines, resource materials, and tool kits.
  • Plan and facilitate stakeholders’ consultation meetings and incorporate inputs in AYSRHR Package
  • Draft report of the AYSRHR package
  • Develop pilot testing plan and support in pilot testing
  • Final AYSRHR package with stakeholders’ inputs and findings from pilot testing.

 

Remark: Payment will be made on a monthly basis upon delivery of the timesheet and monthly progress report based on the actual number of working days.

 

 

6.      QUALIFICATIONS AND EXPERIENCE

 

Education 

  • Master Degree in Public Health, Health, Demography, Social Sciences, Gender or other relevant fields

 

Knowledge and Experience  

  • At least 5-7 years’ experience in a related field and/or research;
  • Experience in Sexual and Reproductive Health and Rights information and behavior change communication, experience in Comprehensive Sexuality Education and Adolescent and Youth Friendly Health Services is highly desirable;
  • Demonstrated capacity in gender-responsive programming;
  • Organizational skills and the ability to work independently and productively, with multiple stakeholders in a fast-paced environment;
  • Excellent interpersonal and communication skills and has the ability to successfully and effectively liaise with people in a wide range of functions in a multi-cultural environment;

 

Languages

  • Fluency in oral and written English and Myanmar is essential with ability to write

clearly and concisely and to compose correspondence and documents in both languages.
