Assignment Title:

Individual Consultant: National Programme Officer for Gender Based Violence and Sexual Reproductive Health and Rights - (Extension)

 

Duration of Assignment:

6 Months (from 1 January to 30 June 2021)

Duty Station:  

Maungdaw (Expected to travel within northern Rakhine, Sittwe and Yangon)

Closing Date for Application:

Starting date of Assignment:

January 2021 (as soon as possible) 

 

1.      PURPOSE OF CONSULTANCY 

 

UNFPA expands the possibilities for women and young people to lead healthy and productive lives. UNFPA supports countries in using population data for policies and programmes to reduce poverty and to ensure that every pregnancy is wanted, every birth is safe, every young person is free of HIV and AIDS, and every girl and woman is treated with dignity and respect. Advancing gender equality and promoting the empowerment of women is a key programme priority of UNFPA defined in UNFPA Strategic plan (2018- 2021).

 

UNFPA has launched the second phase of the Women and Girls First programme (2019-2022), which is a large multi-year, multi donor initiative, including EU, that provides knowledge and technical leadership in partnership with civil society organizations and a wide range of national stakeholders to advance: gender equality, improving sexual and reproductive health and rights (SRHR) services, responding to and preventing gender based violence (GBV) and integrating mental health and psychosocial support (MHPSS). In Northern Rakhine state, UNFPA is supporting the delivery of SRHR and GBV integrated service in partnership with CFSI, an international organisation with office in Maungdaw and also through key state departments including health and social welfare. UNFPA is seeking for

a national consultant- GBV/SRHR Program Officer to support our work in northern Rakhine for six months. The consultant will be based in Maungdaw field office.

 

2.     SUPERVISION AND WORKING ARRANGEMENT 

 

The Consultant will work under the direct supervision of Gender-Based Violence Programme Specialist/Head of Sub-Office in Sittwe.

 

3.      SCOPE OF WORK AND EXPECTED DELIVERABLES

 

The National Consultant (GBV/SRHR Program Officer) will work in close collaboration with state authorities, humanitarian and development agencies (UN, NGOs, and INGOs) and civil society organizations in northern Rakhine to provide GBV/SRHR technical support and coordination as appropriate. The consultant will undertake the following tasks in the course

of the 6 months.

  • In collaboration with Government counterparts, NGOs and other partners, contributing to the design and implementation of the country programme and its component projects, aligning with Government priorities and UNFPA programme policies and procedures.
  • Ensuring appropriate monitoring and oversight mechanisms and systems are implemented in NRS.
  • Analysing and interpreting the political, social and economic environment relevant to UNFPA activities, and identifying opportunities for UNFPA assistance and intervention.
  • Assessing implications of new policy developments and strategies on programme execution, and ensuring their integration.
  • Establishing collaborative relationships with executing agencies, experts, government counterparts and other UN agencies to facilitate timely and efficient delivery of project inputs.
  • Coordinate and facilitate relevant training sessions for multi-sectoral actors on SRHR/GBV/MHPSS.
  • Support capacity building for CFSI in the areas of GBV case management and MHPSS through coaching and mentorship of key staff including GBV manager and GBV caseworkers.
  • Applying standard guidelines and protocols such as IASC Guidelines for Integrating GBV Interventions in Humanitarian Settings, SRHR/GBV in humanitarian settings, and related instruments during assessment, planning and implementation of SRHR and GBV programming.
  • Consolidating existing assessments on the SRHR/GBV/MHPSS situation in that setting and/or engage the displaced, returnee and host populations in conducting relevant participatory analyses, rapid needs assessments, etc.
  • Developing/updating GBV/SRHR/MHPSS action plans in collaboration with various NRS actors and/or sectors in Maungdaw and support implementation of coordinated emergency response.
  • Supporting the implementation of the GBVIMS as a key focal point in NRS.
  • Contributing to the development/ strengthening of GBV/SRHR/MHPSS humanitarian/recovery coordination mechanisms in northern Rakhine
  • Assisting in implementing knowledge management strategies to capture lessons learned and best practices, sharing these with management to inform future programme and training plans.
  • Supporting the advocacy and resource mobilisation strategy of the country office, by ensuring preparation of relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in related meetings and public events.
  • Contributing to policy dialogue in relation to the advancement of SRHR/GBV/MHPSS integration
  • Performing any other tasks and duties assigned by UNFPA

4.    WORKING SCHEDULE 

 

The individual consultant works on a full-time schedule and are remunerated on a monthly basis.

 

The consultant will be based in Maungdaw and expected to travel within northern Rakhine townships of Maungdaw, Buthidaung and Rathedaung to support IP staff in those locations. The consultant might be required to travel to Sittwe and Yangon to participate in program reviews, training and other purposes.

 

5.      MONITORING AND PROGRESS CONTROL

 

Under the overall guidance of GBV Specialist in Yangon, with direct supervision from the GBV Specialist/head of Rakhine field office in Sittwe, the incumbent provides programme and coordination support to UNFPA’s integrated SRH/GBV programme in Northern Rakhine State.

The consultant is required to prepare monthly work plan for his/her supervisor’s prior approval and also have to submit a monthly progress report by the first week of the month after completion of one month of consultancy service.

 

The consultant will be in frequent communication with his/her supervisor and will submit monthly progress reports, as indicated above.

 

6.      QUALIFICATIONS AND EXPERIENCE

 

Education: 

  • Minimum university degree in social work, sociology, gender studies, medical studies, development studies, public health and any other related field is required.
  • For those with Bachelor’s degree, minimum four years of increasingly responsible relevant professional experience in GBV/SRHR, humanitarian interventions and/or coordination is required.
  • For those with Master’s degree, minimum two years of increasingly responsible relevant professional experience in GBV/SRHR, humanitarian interventions and/or coordination is required.

Knowledge and Experience

  • Strong commitment to the mandate of the UN and UNFPA in Myanmar
  • Field experience addressing/integrating gender, and/or reproductive health issues in emergency and post conflict contexts
  • Knowledge of reproductive health and rights, HIV and protection issues in humanitarian and post-conflict recovery settings
  • Excellent computer literacy (windows environment, MS office applications including Word, Excel and Power-point and Internet skills)

Languages

  • Fluency in oral and written English and Myanmar is essential with ability to write clearly and concisely and to compose correspondence and documents in both languages.
  • Knowledge of local languages in Rakhine State is an asset.

 

Other Required Skills

  • Experience in application of conflict sensitivity and “do no harm” approaches in programming.
