Job Description

The Position:

The Programme Analyst assists the effective management and delivery of UNFPA programme in the areas of leaving no one behind (LNOB) and humanitarian data.         You will report to the Programme Analyst, Population and Development (NOB), under the overall supervision of Deputy Representative and Representative.

Job Purpose:

UNFPA Myanmar programme is being operated under the Country Programme Document (CPD) for 2018-2022 and its extension period 2023. CPD has three outputs: (i) Strengthened capacities to deliver sexual and reproductive health information and services that reach women, youth, adolescents, minorities and other vulnerable and marginalized groups, including those affected by conflict and disasters, (ii) Strengthened capacities to formulate and implement multi-sectoral rights-based policies and interventions that prevent and mitigate the impact of gender-based violence, especially among the marginalized, the vulnerable and young people, and (iii) National and subnational stakeholders have capacity to use census and other population data to advocate for and formulate policies and plans, especially for women, girls and adolescents and youth, which are inclusive, conflict sensitive and promote resilience. 

In the deteriorating humanitarian situation, there is a greater need for humanitarian data to support humanitarian actors for better planning and targeted interventions. UNFPA is working closely with other UN agencies and humanitarian partners to provide technical support for humanitarian data and to help strengthening capacity to utilize such data. Furthermore, situation surrounding vulnerable groups, including women and girls, persons with disabilities and elderly persons, has exacerbated without functioning social protection system. Hence, UNFPA is also accelerating its efforts to deliver targeted interventions for the vulnerable populations.

In this context, the Programme Analyst will support the effective management and delivery of UNFPA activities, especially for ensuring leaving no one behind (LNOB) and contributing to humanitarian data. You will also contribute to project formulation, implementation, monitoring and evaluation, joint programming initiatives and expansion of partnerships and coordination mechanism.

You would be responsible for:

Technical Assistance on LNOB and Humanitarian Data

• Participate in the identification and formulation of the country programme and component project by compiling and analyzing information in the subject areas of UNFPA assistance to partners, and draft project documents and work plans.

• Support analyzing and interpreting the political, social and economic environment relevant to LNOB and humanitarian data, and identifies opportunities for UNFPA assistance and intervention. 

• Keep abreast of new policy developments and strategies analyzing policy papers, strategy documents, national plans and development frameworks, and prepares briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks. 

 • Contribute to creation and sharing of knowledge about current and emerging humanitarian data needs as well as support to the vulnerable populations (such as, persons with disability and older people), by analyzing programme, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and drafting relevant materials for dissemination.

• Undertake capacity building among UNFPA and partner staff on issues pertaining to humanitarian data and need assessment  

Programme Management, Monitoring, Evaluation and Reporting

• Expedite and coordinate programme/project implementation, establishing collaborative relationships with executing agencies, experts, donors and other UN agencies and facilitating timely and efficient delivery of project inputs in the areas of LNOB and humanitarian data.

• Monitor projects expenditures and disbursements to ensure delivery is in line with approved work plans and budgets and to realize planned delivery levels.

• Make a regular follow-up with partners in the field in all aspects of planning, programming, implementation and review. Guide the partners on results-based management.

• Provide technical support to partners in tracking progresses and reporting regularly and timely on the agreed indicators.

• Analyze and report on programme and project progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems; identify constraints and resource deficiencies and recommend corrective action. 

• Support preparing periodic progress and annual reports using UNFPA’s results-based management approach, substantive analysis of related issues and ways forward. 

Advocacy, Partnerships, Coordination and Resource Mobilization

 • Take opportunities to advocate and advance UNFPA mandate through different forums/platforms.

• Liaise with relevant stakeholders and build/maintain strong networks and buy-in for advocacy for ICPD agenda, focusing on LNOB and humanitarian data.

• Contribute to the relevant inter-agency coordination platform in the areas of humanitarian data, disability inclusion, social protection, etc. to advocate for UNFPA mandate areas as required.

• Assist resource mobilization efforts by analyzing information on potential donors and supporting proposal writings.

• Perform any other tasks assigned by the Country Office

Qualifications and Experience: 

Education: 

Advanced degree in public health, population, demography and/or other related social science discipline.

Knowledge and Experience: 

  • Up to two years professional experience in the field of development and humanitarian activities, with experience in programme/ project management is desirable
  • Practical experience in design, monitoring and evaluation of development projects
  • Experience working with/for organizations for persons with disabilities and elderly persons as an asset
  • Experience using office software packages and web-based management systems
  • Experience in conflict sensitivity approach and programming is an asset

Languages: 

Fluency in English and Myanmar; knowledge of other Myanmar ethnic languages is an asset
