This "Users' Handbook on Human Resources Development Indicators, 2003" is the seventh Handbook among the series of its kind since 1997. As we have pointed out before, this is just a handbook, not a year book and we take care that the indicators here are the choicest from many of the indicators. At the same time, the Department of Labour takes great care to improve not only the quantity of this Handbook but also the quality as well. This year, we not only increase the number of indicators and also to increase the number of prints but also review the defmition, taking into consideration the aspect and objective of the indicator itself as well as the concept of the Departments and Organizations concerned.
