Job Description
The Position:
The Monitoring and Evaluation Analyst is located in Yangon Country Office (CO) and reports to the WGF Programme Manager. The Analyst will work in close cooperation and coordination with the WGF team, thematic teams and field offices. The M&E Analyst will have a key role in improving the quality and results of WGF Phase 3 programme interventions, in developing IP’s capacity in monitoring and evaluation and in supporting Strategic Information System (SIS) and Gender Based Violence Information Management System (GBVIMS) reporting.

Job Purpose:
UNFPA’s flagship Women and Girls First programme entered into its third phase of implementation in May 2023 and will continue until April 2026.
The Monitoring and Evaluation (M&E) Analyst will support the effective coordination and operationalization of results-oriented monitoring and evaluation of the WGF Phase 3 programme. The M&E Analyst will primarily monitor results achieving and guiding information management systems and procedures for the programme.
You would be responsible for:
- Actively participate in the efforts to establish a results-oriented monitoring and evaluation culture within the country office (CO) and to build the capacity of staff and implementing partners (& sub-grantees) in reporting, monitoring and evaluation accountability, and learning.
- Ensure appropriate management of the WGF dashboard associated with the output and outcome indicators contained in the WGF Results Framework and the Monitoring and Evaluation Framework.
- Contribute to the process of updating and adjusting the WGF Results Framework and the Monitoring and Evaluation Framework (M&EF). Analyse the WGF M&E plan for needs development and ensure the WGF M&E Plan revision and modification on a regular basis.
- Analysis and contribute to the design and conduct of WGF high quality evaluation in line with the methodology for conducting evaluations developed by the Evaluation Branch.
- Support the WGF Programme Manager with relevant data for CO compliance with the corporate Strategic Information System (SIS) process including yearly planning, quarterly reporting and annual reporting.
- Assist in identifying and piloting new and innovative methodologies for quality monitoring of the WGF programme
- Provide support, training, and technical assistance to strengthen the technical capacities of data gathering organizations (DGO) to facilitate robust data for the GBVIMS
- In collaboration with non-governmental, humanitarian and development partners, contribute to identifying strengths and weaknesses in the WGF strategic planning, monitoring and evaluation systems and support efforts to fill these capacity gaps.
- Ensure that all documents related to WGF M&E are properly archived and are accessible both electronic and in print.
- Undertake any other related task as may be assigned the Head of Office.
Qualifications and Experience:
Education:
- Advanced degree in Social Sciences, preferably in Public Health, Population, Management, Demography, Development, Economics or Public Administration
Knowledge and Experience:
- Two years of increasingly responsible professional experience in monitoring and evaluation, research and development
- Practical experience in information management, database development, usage and management; Proficiency in Results based monitoring and adaptive evaluation
- Experience with data and measures on gender and gender based violence highly desirable
- Demonstrated capacity to analyse data/statistics for humanitarian operations; Excellent Computer skills: MS Word, Excel, Access and database software, including in depth knowledge of pivot table/chart analysis; Proficiency in current office software applications including PowerBI
- Demonstrated organizational skills, has the ability to work independently and productively, with multiple stakeholders in a fast-paced environment;
- Flexible work attitude, has the ability to work productively in a team environment and independently, and to handle requests or issues as they arise;
- Demonstrated understanding of issues related to confidentiality, data safety and other ethical considerations.
- Familiarity with UN policies and principles will be an advantage
- Experience of working with large programmes and multiple partners is desirable.
