YANGON, Myanmar – As a part of the 16 Days of Activism against Gender-based Violence campaign, UNFPA held a webinar with CSOs on GBV prevention and responses on 7 December 2021. More than 80 participants from civil society organizations, women organizations, and community-based organizations attended online. 

 

 

Opening Speech By Mr. Ramanathan Balakrishnan, UNFPA Representative for Myanmar

Ladies and gentlemen; 

 

A very good morning to you all,

 

On behalf of the United Nations Population Fund (UNFPA) in Myanmar, I am delighted to be here to open this important event, as part of the 16 days of activism against gender-based violence campaign ““Orange the World: END VIOLENCE AGAINST WOMEN NOW!”. 

 

I would like to thank all participants for being here with us today to show our joint commitment to end violence against women and girls.  

 

All human beings, both men and women, are free to develop their personal abilities and make choices without the limitations set by stereotypes, rigid gender roles, or prejudices. Everyone has a right to live free of violence and in dignity. However, gender discrimination and gender based violence remain the most pervasive and under-addressed human rights violation on earth. 

 

Globally, nearly 1 in 3 women have been abused in their lifetime. In Myanmar, data from the Myanmar Demographic and Health Survey 2015-16 shows that 21% of ever married women (15-49 years old) experienced intimate partner violence in their lifetime, of which 37% are survivors of physical injuries, but only 7.8 per cent of the survivors sought help. The reporting data shows that the crisis situation such as humanitarian crisis, conflicts, natural disasters and the COVID-19 pandemic has further exacerbated risks of gender-based violence, particularly violence against women and girls.

 

A state of emergency or COVID-19 restriction measures are not an excuse for violence against women and girls. The compounded crisis in Myanmar has disproportionally affected women and girls and exacerbated the vulnerabilities of women and girls from marginalized groups; particularly, those living in conflict-affected areas and in situations of internal displacement, women living with HIV/AIDS, women with disabilities, women migrant workers, and members of the LGBTQI community. 

 

Ladies and gentlemen, 

 

There is an urgent need to take specific measures to ensure the protection of women and girls and to increase the availability and accessibility of quality, multi-sectoral services, including health care, justice, safety, protection and social services for GBV survivors, regardless of the political and security situation. This requires efforts of different civil society organizations and women’s rights organizations, who are running prevention programming and delivering services day in and day out in often incredibly complex circumstances. 

 

On behalf of the UNFPA, I call for joint efforts to strengthen GBV service provision for survivors. We must continue to build public awareness. They must be aware that violence against women and girls should not be tolerated, and that survivors are not to be blamed.

 

Each one of us can be a change agent to tell people around us that “Violence against women is a learning behavior, we need to be a good role model for our children”.

 

We need to covey our message to community that “Gender-based violence is not ‘just a woman’s issue’, but it is a man’s issue! With men responsible for most of the violence against women and girls, men are naturally vital to the solution. Men and boys have a critical role to end violence against women and girls! We need men to raise voices side by side with women on gender equality and ending violence against women and girls.

 

I am proud to be a man who stands up against Gender-Based Violence.

 

Ladies and gentlemen; 

 

The topic of sexual violence is usually considered culturally sensitive to discuss in public. Women keep silent due to the social stigma and blaming against survivors. The silence must end now. No culture and religion can be used to justify violence against women and girls. 

 

Ending discrimination and violence against women and girls should be a priority for every human being. This is not only a women’s issue; it affects all of us, our society. As long as the dignity and well-being of half of humanity is at risk, peace, security and sustainable development will remain out of reach.

 

Addressing inequalities and discrimination has always been at the heart of UNFPA’s work. The UNFPA in Myanmar remains firmly committed to supporting the Civil society partners to realize advancement of gender equality, the rights and empowerment of women and girls, and elimination of all forms of gender-based violence. 

 

Ladies and gentlemen,

ယနေ့ webinar အစီအစဥ်ကို ကြွရောက်လာကြတဲ့ အရပ်ဘက်အဖွဲ့အစည်းများနဲ့ အမျိုးသမီးအဖွဲ့အစည်းများရဲ့ ကိုယ်စားလှယ်များ အားလုံးကို မင်္ဂလာနံနက်ခင်းပါလို့ ကျွန်တော်  နှုတ်ခွန်းဆက်ပါတယ်။

 

UNFPA (မြန်မာရုံး) ကိုယ်စား အရေးပါတဲ့ ဒီအမျိုးသမီးများအပေါ်အကြမ်းဖက်မှုရပ်တန့်ရေး လူထုစည်းရုံး လှုံ့ဆော်ပွဲကို ကျွန်တော် တက်ရောက်ခွင့်ရတဲ့အတွက် များစွာဝမ်းသာမိပါတယ်။ ဒီနှစ် (၁၆) ရက်တာလှုပ်ရှားမှု ဆောင်ပုဒ်ကတော့ လိမ္မော်ရောင်လွှမ်းသောကမ္ဘာမြေဆီသို့ - အမျိုးသမီးများအပေါ် အကြမ်းဖက်မှု ချက်ချင်းအဆုံးသတ်” ဆိုတဲ့ ဆောင်ပုဒ်ပဲဖြစ်ပါတယ်။

 

အမျိုးသမီးများနှင့်မိန်းကလေးငယ်များအပေါ် အကြမ်းဖက်မှုရပ်တန့်အောင် အတူတကွရပ်တည်ပြီး၊ တစိုက်မတ်မတ် ဆောင်ရွက်နေမှုကို ပြသတဲ့အနေနဲ့ ဒီကနေ့ပွဲကို ပါဝင်တက်ရောက်ပေးကြတဲ့ ပုဂ္ဂိုလ်အားလုံးကိုလည်း ကျွန်တော် ဒီနေရာကနေ ကျေးဇူးတင်ကြောင်း ပြောကြားလိုပါတယ်။

 

အမျိုးသားနဲ့ အမျိုးသမီးများအပါအဝင်၊ လူသားအားလုံးဟာ လူမှုရေးအရ သတ်မှတ်ထားထဲ့ ပုံစံခွက်များ ၊ ခိုင်ခိုင်မာမာ တည်ဆောက်ထားသော အမျိုးသား အမျိုးသမီးဖြစ်ခြင်းအပေါ် အခြေခံထားသည့် လူမှုအခန်းကဏ္ဉများနဲ့ အယူအဆ/အစွဲများရဲ့ ကန့်သတ်မှုများမရှိပဲ မိမိကိုယ်ပိုင် အစွမ်းအစများကို လွတ်လွတ်လပ်လပ်နဲ့ တိုးတက်အောင်လုပ်ဆောင်မှုနဲ့ ရွေးချယ်မှုများ လုပ်နိုင်ပါတယ်။ သို့သော် ကျား/မအခြေပြုခွဲခြားဆက်ဆံခြင်း၊ ကျား/မ အခြေပြု အကြမ်းဖက်မှုများ ဟာ ကမ္ဘာ့နေရာအနှံဆက်လက်ရှိနေပြီး၊ အရေးထားမှု အနည်းအကျဥ်းသာ ခံနေရတာပါ။

 

 

ကမ္ဘာအရပ်ရပ်ကရှိတဲ့ အမျိုးသမီး ၃ ဦးထဲက ၁ ဦးနီးပါးဟာ သူမရဲ့ ဘဝမှာ မတရား  အကြမ်းဖက်မှုကို ခံခဲ့ရပါတယ်။ မြန်မာပြည်တွင်း စစ်တမ်းကောက်ခဲ့တဲ့ (၂၀၁၅-၁၆ ခုနှစ်) လူဦးရေနှင့် ကျန်းမာရေးစစ်တမ်း” အရ ၂၁ ရာခိုင်နှုန်းသော အိမ်ထောင်ရှိ အမျိုးသမီး (အသက် ၁၅ - ၄၉ နှစ်) များဟာ သူတို့ရဲ့ဘဝတစ်လျှောက်မှာ  အိမ်ထောက်ဖက် အမျိုးသားရဲ့ အကြမ်းဖက်မှုကို တွေ့ကြုံခဲ့ရဖူးကြောင်း ဖော်ပြထားပါတယ်။ ၎င်းတို့အနက် ၃၇ ရာခိုင်နှုန်းက ရုပ်ပိုင်းဆိုင်ရာ ထိခိုက်ဒဏ်ရာရရှိခဲ့ပြီး၊ ထိုအထဲမှ ၇.၈ ရာခိုင်နှုန်းသာ အကူအညီရယူခဲ့တာ ပါ။ အခြားအစီရင်ခံစာများအရ လက်ရှိကြုံတွေ့နေကြရတဲ့ ကပ်ရောဂါ၊ လူသားချင်းစာနာမှုဆိုင်ရာ အကြပ်အတည်း၊ စစ်ပွဲ/ ပဋိပက္ခများနဲ့ သဘာဝဘေးအန္တရာယ်များက ကျား/မအခြေပြုအကြမ်းဖက်မှုများပိုမိုဆိုးရွားလာအောင် တွန်းအားဖြစ် နေပါတယ်။ အထူးသဖြင့် အမျိုးသမီးများနှင့်မိန်းကလေးငယ်များအပေါ် အကြမ်းဖက်မှုဖြစ်ပွားအောင် တွန်းပို့နေတာပါ။

 

 

လက်ရှိ ကပ်ရောဂါထိန်းချုပ်မှုအပြင်၊ နိုင်ငံရေးအကြပ်အတည်းများက အမျိုးသမီးများနဲ့ မိန်းကလေးငယ်များအပေါ် ကျရောက်တဲ့ အကြမ်းဖက်မှုကို ရပ်တန့်မသွားစေပါဘူး။ အကြပ်အတည်းများအားလုံးရဲ့ သက်ရောက်မှုတွေကို ပေါင်းစပ်ကြည့်လိုက်ရင် အမျိုးသမီးများနဲ့ မိန်းကလေးငယ်များအပေါ် ကျရောက်သည့် သက်ရောက်မှုက အချိုးမညီမျှ နေတာကိုလည်း တွေ့နေရပါတယ်။ အထူးသဖြင့် ထိရှလွယ်ကူတဲ့နောက်ခံရှိတဲ့ အမျိုးသမီးများနဲ့မိန်းကလေးငယ်များ အပါအဝင်၊ စစ်ပွဲ/ပဋိပက္ခများဖြစ်နေတဲ့နေရာမှာ နေထိုင်နေကြတဲ့သူများ၊ နေရပ်ရွေ့ပြောင်းခံရသူများ၊ HIV/AIDS ခံစားနေရသော အမျိုးသမီးများ၊ မသန်စွမ်းအမျိုးသမီးများ၊ ရွှေ့ပြောင်းအမျိုးသမီး လုပ်သားများနဲ့ LGBTQI များ အပေါ် သက်ရောက်မှုများ ပိုမိုဆိုးရွားစေနေပါတယ်။

 

 လူကြီးမင်းများ ခင်ဗျား 

 

 

နိုင်ငံရေးအကြပ်အတည်းနဲ့ လုံခြုံရေးအခြေအနေများ ရှိနေသော်လည်း၊ ကျနော်တို့အားလုံးဟာ အမျိုးသမီးများနဲ့မိန်းကလေးငယ်များကို အကာအကွယ်များဆက်ပေးဖို့ လိုအပ်တဲ့ချဥ်းကပ်မှုများကို အရေးတကြီးလုပ်ဆောင်ဖို့လိုအပ်နေပါတယ်။ သူတို့အတွက်  အရည်အသွေးပြည့်ဝပြီး အလွယ်တကူလက်လှမ်းမှီရယူနိုင်တဲ့  ဝန်ဆောင်မှုများရရှိမှု မြှင့်တက်လာအောင် လုပ်ဆောင်ပေးရမှာ ဖြစ်ပါတယ်။ ထိုဝန်ဆောင်မှုထဲမှာ ကျန်းမာရေးစောင့် ရှောက်မှု၊ တရာရေး ဝန်ဆောင်မှု၊ လုံခြုံမှု၊ GBV မှ လွတ်မြောက်လာသူများအတွက် လူမှုအကူအညီများနဲ့ အကာအကွယ်ပေးမှုများလည်း ပါဝင်ပါတယ်။ ယခုလိုရှုပ်ထွေးလှတဲ့အခြေအနေမျိုးတွေ ဝန်ဆောင်မှုမျိုးများကို ဆက်လက်ပေးနိုင်ရန်အတွက် ကာကွယ်ရေးနှင့် ဝန်ဆောင်မှုများလုပ်ငန်းများ လုပ်ကိုင်ဆောင်ရွက်နေတဲ့ အရပ်ဘက်အဖွဲ့အစည်းများနဲ့ အမျိုးသမီးအခွင့်အရေးဆိုင်ရာအဖွဲ့ အစည်းများအားလုံးရဲ့ ပူးပေါင်းပါဝင်အားထုတ်မှုကို လိုအပ်ပါတယ်။

 

 

UNFPA ကိုယ်စား ကျွန်တော်  ဒီနေရာကနေပြီး အကြမ်းဖက်မှု လွတ်မြောက်လာသူများအတွက် ဝန်ဆောင်မှုအခန်းကဏ္ဉကို တိုးမြှင့်လုပ်ဆောင်ဖို့ ပူးပေါင်းအားထုတ်တဲ့ လက်တွဲဆောင်ရွက်မှု များကိုလုပ်ဆောင်ဖို့  တိုက်တွန်းချင်ပါတယ်။ လူထုအသိအမြင် တိုးတက်လာအောင် တိုးမြှင့်လုပ်ဆောင်ဖို့လည်း ဆက်လက်လုပ်ရမှာပါ။ ဒီအထဲက အမျိုးသမီးများနဲ့မိန်းကလေးငယ်များ အပေါ် အကြမ်းဖက်ခြင်းက ခွင့်လွှတ်လို့မသင့်ကြောင်းနဲ့ အကြမ်းဖက်ခံရခြင်းမှ လွတ်မြောက်လာသူ များကို  အပြစ်တင်ခြင်းမပြုလုပ်သင့်ဘူး ဆိုတဲ့ အမြင်များရှိလာအောင်ပါ။

 

နောက်ပြီး ကျွန်တော်တို့အယောက်စီတိုင်းကလည်း အပြောင်းအလဲဆောင်ရွက်နိုင်တဲ့သူ (change agent) များ ဖြစ်နိုင်ပါ တယ်။ ဥပမာ - မိမိအနီးအနားက လူတွေကို အမျိုးသမီးများပေါ် အကြမ်းဖက်ခြင်းဟာ လူတွေအတွက် သင်ယူလာတဲ့ အမူအကျင့် တစ်မျိုး ဖြစ်တယ်၊ ဒါကြောင့် ကျွန်တော်တို့ကလေးငယ်များအတွက် စံပြဖြစ်ဖို့ လိုအပ်တယ်” ဆိုတာကို ပြောပြလို့ ရပါတယ်။

 

ကျွန်တော်တို့တွေဟာ လူထုသိအောင် “GBV အကြမ်းဖက်မှုဟာ အမျိုးသမီးကိစ္စပဲမဟုတ်ပါဘူး၊ အမျိုးသားများနဲ့ လည်း သက်ဆိုင်နေပါတယ်” ဆိုတဲ့ သတင်းစကားကို ရအောင် ပေးရမှာပါ။ အမျိုးသမီးများနဲ့မိန်းကလေးငယ်များအပေါ် အကြမ်းဖက်မှု တော်တော်များများက အမျိုးသားများမှာ တာဝန်ရှိနေတဲ့အတွက်ကြောင်း၊ ဒီကိစ္စဖြေရှင်းဖို့ အဖြေမှာလည်း အမျိုးသားများ၊ လူငယ်အမျိုးသား များ ပါဝင်လာဖို့ဟာ အရမ်းအရေးကြီးပါတယ်။ ဒါကြောင့် အမျိုးသမီးများနဲ့မိန်းကလေးငယ်များအပေါ် အကြမ်းဖက်မှုရပ်တန့်လာအောင်နဲ့ ကျား/မတန်းတူမှုအတွက် လုပ်ဆောင်တဲ့အပိုင်းများမှာ အမျိုးသားများ၊ လူငယ် အမျိုးသားများကလည်း ဘေးကနေအတူ တစ်သံတည်းထွက်ဖို့ လိုအပ်ပါတယ်။

 

ကျွန်တော် ကိုယ်တိုင်  ဒီကျား/မအခြေပြု အကြမ်းဖက်မှုကို ဆန့်ကျင်ရှုံ့ချတဲ့ အမျိုးသားတစ်ဦးအဖြစ် ရပ်တည်ရတာကို ဂုဏ်ယူပါတယ်။

 

 လူကြီးမင်းများခင်ဗျား -

 

ဓလေ့ထုံးတမ်းအရ လိင်ပိုင်းဆိုင်ရာအကြမ်းဖက်မှုကို လူသိရှင်ကြား ဆွေးနွေးဖို့ဆိုတာ မလွယ်ကူပါဘူး။ ပြုကျင့်ခံရသူ အပေါ် အပြစ်တင်ခြင်းနဲ့ လူဘောင်အတွင်းအမည်းစက် ကျန်ခဲ့မည်ကို စိုးရိမ်တဲ့အတွက်ကြောင်း အမျိုးသမီးများဟာ နှုတ်ဆိတ်နေရပါတယ်။ ဒီနှုတ်ဆိတ်နေမှုကို ယခုပဲ အဆုံးသတ်ရမှာပါ။ အမျိုးသမီးများနဲ့မိန်းကလေးငယ်များအပေါ် အကြမ်းဖက်မှုကို မှန်ကန်ကြောင်း သက်သေပြဖို့ ၊ ဓလေ့ထုံးတမ်းနဲ့ ဘာသာရေးကို အသုံးချလို့ မရပါဘူး။

 

လူတိုင်းက အမျိုးသမီးများနဲ့မိန်းကလေးငယ်များအပေါ် အကြမ်းဖက်မှုနဲ့ ခွဲခြားဆက်ဆံမှုများကို အဆုံးသတ်ဖို့ ဦးစား ပေးလုပ်ဆောင်သင့်ပါတယ်။ ဒါဟာ အမျိုးသမီးကိစ္စပဲမဟုတ်ပါဘူး၊ လူတိုင်းအပေါ် အကျိုးသက်ရောက်နေပါတယ်။ ကမ္ဘာလူဦးရေ တစ်ဝက်နှုန်းရဲ့ ဂုဏ်သိက္ခာနဲ့ ကျန်းမာပျော်ရွင်မှုဟာ အန္တရာယ်ကျရောက်နေတယ်ဆိုရင်၊ အခြား လုံခြုံမှု ၊ ငြိမ်းချမ်းမှု၊ ရေရှည်တည်တံ့တဲ့ဖွံ့ဖြိုးတိုးတက်မှုတွေကို ရယူဖို့ အလှမ်းဝေးအုံးမှာပါ။

 

မညီမျှမှုနဲ့ ခွဲခြားဆက်ဆံခံရမှုကို ရင်ဆိုင်တုံ့ပြန်မှုက UNFPA ရဲ့ အဓိကဆောင်ရွက်တဲ့ လုပ်ငန်းများထဲမှာ အမြဲကိန်းအောင်းတည်ရှိနေခဲ့တာပါ။ ဒါကြောင့် UNFPA (မြန်မာရုံး) က အရပ်ဘက်လူမှုအဖွဲ့အစည်း များရဲ့ လုပ်ငန်းဆောင်တာဖြစ်တဲ့ ကျား/မတန်းတူညီမျှမှု၊ အမျိုးသမီးနဲ့မိန်းကလေးငယ်များ အခွင့်အရေးနဲ့ စွမ်းရည်မြှင့်တင်မှု၊GBV အကြမ်းဖက်မှုမှန်သမျှ ပပျောက်အောင် လုပ်ဆောင်တဲ့အပိုင်း တွေကို အကူအညီပေးဖို့ကို တစိုက်မတ်မတ် လုပ်ဆောင်ပေးနေတာပါ။

 

လူကြီးမင်းများခင်ဗျား -

 

ကျွန်တေ့ာ် မိန့်ခွန်းအဆုံးမသတ်မီ ဒီပွဲဖြစ်မြှောက်ဖို့ ကူညီဆောင်ရွက်ပေးခဲ့တဲ့ Gender Equality Network အဖွဲ့နဲ့ UNFPA လုပ်ဖော်ကိုင်ဖက်များကို ကျေးဇူးတင်အသိအမှတ်ပြုပါတယ်။ နောက်ပြီး လူထုအတွက် တစိုက်မတ်မတ် ကူညီဆောင်ရွက် ပေးနေကြတဲ့ အရပ်ဘက်မိတ်ဖက်အဖွဲ့အစည်းများ အားလုံးကိုလည်း ထပ်တူကျေးဇူးတင်အသိအမှတ်ပြု ပါရစေ။

 

ဒီပွဲဖြစ်မြှောက်အောင် ပါဝင်ပေးတဲ့အတွက် ထပ်ပြီး ကျေးဇူးတင်ကြောင်း ပြောပါရစေ။
