National Consultant for Gender Based Violence (GBV) and Sexual and Reproductive Health and Rights (SRHR)

Terms of Reference 

UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled.  UNFPA’s new strategic plan (2018-2021), focuses on three transformative results: to end preventable maternal deaths; end unmet need for family planning; and end gender-based violence and harmful practices.

UNFPA’s Fourth Country Programme Document (2018-2022) for Myanmar was approved by the Executive Board in September 2017. The Programme focuses on three key areas of intervention 1) sexual and reproductive health and rights (SRHR), 2) gender equality and women’s empowerment and 3) population dynamics. Youth and adolescents as well as gender equality and related human rights, are mainstreamed throughout the programme. UNFPA has partnerships with diverse stakeholders, including UN agencies, international and national/local NGOs, civil society organizations (CSOs), foundations and research institutions. UNFPA has a presence in a number of priority states/regions, integrating development, peace building and humanitarian spectrums.

The humanitarian situation in Kayah has deteriorated significantly since May 2021 with major clashes and fighting taking place and around 120,000 civilians from the affected townships fleeing into nearby villages, forests, farms, or other townships. In this context, UNFPA as a GBV coordination lead, is formalizing GBV coordination mechanism in Kayah as well as expanding interventions with NGO and CSO partners. UNFPA has Gender-based Violence (GBV) and Mental Health and Psychosocial Support (MHPSS) interventions in Kayah, but has not established a field presence. There is also a critical need to expand integrated SRHR programming in Kayah as rapid needs assessments highlight the evidence of barriers in access to health services among those displaced.

The GBV and SRHR National Consultant will provide technical, operational and coordination support to UNFPA GBV programme and GBV working group in Kayah State. S/he will facilitate capacity building of various stakeholders in GBV prevention, mitigation and response, contribute to strengthening and expansion of partnerships and coordination mechanism in Kayah, and identify opportunities and entry points for expanding integrated SRHR programme. The Consultant will also facilitate the delivery of UNFPA’s programmes by monitoring results achieved during implementation.

• Manage the relationship with other UN agencies, INGOs/LNGOs, CSOs and other relevant stakeholders, facilitating timely and efficient delivery of project inputs.
• Establish and maintain linkages between existing Gender, SRHR and MHPSS programmes to ensure synergies and integration between programmes to maximize programme outputs and impact.
• Support the implementation of quality SRHR, GBV and MHPSS integrated programmes including COVID-19 response in Kayah
• Provide support to GBV coordination mechanism in Kayah in collaboration with various actors and/or clusters/sectors in Kayah state.
• Consolidate existing assessments on GBV and SRHR situation in the setting and/or engage the displaced and host populations in conducting relevant participatory analyses, rapid needs assessments, etc. of GBV and SRHR in coordination with other partners/clusters/sectors as required.
• Coordinate the mapping of stakeholders and health service facilities relevant for integrated SRH service provision and GBV prevention and response
• Development and facilitation of workshops and trainings for partner organizations on Integrated SRHR, MHPSS and GBV related topics. 
• Apply standard guidelines and protocols such as IASC Guidelines for Integrating GBV Interventions in Humanitarian Settings, managing GBV programming in humanitarian settings, and related instruments during assessment, planning and implementation of the programming. 
• Capture lessons learned and best practices, sharing these with management for future planning supporting training needs of project personnel.
• Support partners in development of context specific, technically relevant, conflict and gender sensitive IEC materials. 
• Analyze and interpreting the political, social and economic environment relevant to UNFPA activities, and identifying opportunities for UNFPA assistance and intervention. 
• Support advocacy and resource mobilization strategy of the CO, by ensuring preparation of relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in related meetings and public events.
• Monitor the implementation of UNFPA programme activities in Kayah, including conducting monitoring missions and regular meetings with implementing partners and sub grantees. 
• Identify humanitarian and COVID19 response needs and support provision and distribution of Dignity kits and other RH commodities with relevant stakeholders.
• Identify opportunities and partners to expand integrated SRHR programme in Kayah.
• Join inter-agency coordination meetings to advocate for SRHR, GBV and MHPSS agenda.
• Performing any other tasks and duties assigned by UNFPA.

The consultant will be engaged for initial 6 months on a full time basis. The Consultant will work in the UNFPA Field Office in Loikaw, Kayah with potential travel to programme implementing sites in Kayah, UNFPA Field Offices and CO in Yangon. Work from home arrangement may be applied depending on the COVID-19/security situation. 

Terms of Payment 

The consultant will work on a full-time schedule and are remunerated on a monthly basis.

Education:  

• Advanced university degree in social work or other social sciences, public/community health, medical studies, etc. as it relates to sexual and reproductive health and rights, gender and GBV, and development or related field is highly desirable.
• Bachelor’s degree in social work or other social sciences, public/community, medical studies, etc. as it relates to sexual and reproductive health and rights, gender and GBV, and development related field is required.
