Job Description

Purpose of consultancy:

UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled. UNFPA’s strategic plan (2022-2025) focuses on three transformative results: to end preventable maternal deaths; end unmet need for family planning; and end gender-based violence and harmful practices.

UNFPA acts as the work stream co-lead for Gender in Humanitarian Action (GiHA) together with UN Women. This entails regular participation in inter-agency, inter-cluster and thematic humanitarian and coordination mechanisms to ensure that gender is adequately mainstreamed across the Humanitarian Programme Cycle. Currently, GiHA work stream is operated as Community of Practice at the national level and in Rakhine state with possibility of further expansion at sub-national level in future.

To ensure effective and meaningful co-leadership, UNFPA Myanmar requires an international consultant to lead and support coordination and engagement for GiHA work stream. The CO also requires support to ensure strong participation and engagement with humanitarian actors to adequately mainstream gender in humanitarian action and ensure that UNFPA has adequate resources in place to co-lead this work stream.

Scope of work:

The consultant will focus on the following activities:
- Provide coordination and technical support to the GiHA COP (nationally and in Rakhine with possible expansion in future)
- Support implementation of 2022 Work Plan for GiHA and development of 2023 Work Plan
- Support updating of Myanmar Gender Profile 2022 as co-lead for GiHA COP and member of GiHA Technical Advisory Group; and planning for Myanmar Gender Profile 2023 update
- Support gender mainstreaming efforts through representing UNFPA and the GiHA COP in inter-agency coordination meetings, other cluster meetings, and thematic working groups, as assigned
- Provide technical support and capacity building support in relation to gender in humanitarian action/gender mainstreaming as per the needs of clusters/technical working groups/inter-cluster coordination group/ Humanitarian Country Team when required.

Supervisory Arrangement:

The Consultant will report directly to the Gender Equality/GBV Programme Specialist. The Consultant is expected to provide regular updates on the assigned tasks at least on bi-weekly basis through call or by e-mail to the supervisor.

Duration and working schedule 

The Consultant will be engaged on part-time basis home based from September 2022 to July 2023 (for a maximum of up to one hundred and thirty-five working days). The consultant will virtually support meetings, workshop and other assigned tasks.

Monitoring and Progress Control

The consultant will work closely with the Gender Equality/GBV Programme Specialist who assumes responsibility for the GiHA work stream. Please note that the above-mentioned tasks are indicative only and the prioritization and content of deliverables will be agreed on a monthly basis based on the circumstances/context and programme needs.
In addition to maintaining deadlines for the key assigned tasks as agreed with the supervisor, the consultant will provide monthly progress reports outlining achievements and recommendations.

Required qualification and experiences:

Education:

- Advanced university degree in social sciences;

Knowledge and Experience:

- Minimum two years of relevant professional experience in the field related to gender, GBV and gender mainstreaming, especially in humanitarian settings;
- Experience of working in humanitarian coordination mechanism;
- Good understanding of the Myanmar context and actors involved in humanitarian response is an asset;
- Demonstrated understanding of conflict sensitivity and human rights based approach;
- Experience providing technical support/capacity building support for gender mainstreaming in different clusters/sectors is an advantage.

Payment Schedule:

Payment will be paid monthly based on the actual working days.
