Organizational Setting
The Assistant Representative is located in Nay Pyi Taw Liaison Office and reports to the UNFPA Representative. S/he acts on behalf of the Representative and Deputy Representative in his/her absence. The Assistant Representative also acts as head of UNFPA Nay Pyi Taw Liaison Office, and manages the implementation of the country programme delivery.

 

Job Purpose:
UNFPA’s Fourth Country Programme Document (2018-2022) for Myammar was approved by the Executive Board in September 2017. The Programme focuses on three key areas of intervention 
1) sexual and reproductive health) 2) gender quality and women’s empowerment and 3) population dynamics. The proposed Country Programme is aligned with new UNFPA’s Strategic Plan 2018-2021 and the first United Nations Development Assistance Framework (2018-2022). Youth and adolescents as well as gender equality and related human rights, are mainstreamed throughout the programme.

 

UNFPA has partnerships with the government departments, UN agencies, INGOs and local NGOs, foundations and research institutions. UNFPA has a presence in a number of priority states/regions, integrating development, humanitarian and peace building.

 

The Assistant Representative responds creatively to complex challenges and frequently changing demands in terms of a fluctuating resource base, multiple funding arrangements and donor contacts, and complex programme/ project execution modalities.

 

Under the guidance of the UNFPA Representative, the Assistant Representative designs, develops, and manages an innovative and responsive country programme. The Assistant Representative substantively leads and oversees all country programme components, including sexual reproductive health and rights, gender equality and women’s empowerment and population dynamics and ensures mainstreaming of adolescents and youth issues. He/She acts as the head of the Nay Pyi Taw Liaison office and the Country Office Programme team, translating regional and country goals into specific solutions and results.

 

Main Tasks & Responsibilities

  • Conducts substantive policy dialogue with Government counterparts and UN and other development partners to facilitate the incorporation of UNFPA’s programme priorities and ICPD agenda into national plans and strategies, UN systems initiatives and development frameworks (Common Country Assessment, United Nations Development Assistance Framework, Humanitarian Response Plan, SDGs).
  • Translates global strategies into country specific advocacy strategies, creates and delivers effective evidence-based advocacy messages to promote UNFPA’s programme goals taking into account political and social sensitivities.
  • Promotes a results based approach and integrates innovative policies and strategies into the design and formulation of country programmes and projects based on strategic priorities and responsive to the countries’ needs in the areas of sexual reproductive health and rights, adolescents and youth, gender equality and women’s empowerment and population dynamics.
  • Facilitates the achievement of programme results by identifying, providing and coordinating substantive and technical inputs into programme development and implementation, ensuring substantive monitoring and oversight and coordinating and evaluating the inputs of consultants and technical experts.
  • Promotes knowledge sharing and continuous learning, testing, linking and documenting innovative strategies, approaches, lessons learned and best practices inside and outside UNFPA and replicating these strategies and approaches. Ensures that programme staff integrates new substantive policies, methodologies and tools (RBM, gender equality, human rights, conflict sensitivity and do no harm approaches, etc.).
  • Mobilizes co-financing resources for support to the country programme recommending a strategic approach and encouraging Country Office action. Assists the government and other executing agencies in the coordination of assistance for population programmes.

 

Qualifications and Experience
Education:
Advanced degree in Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management or other related field.

Knowledge and Experience:
• 7 years of progressively responsible professional experience in the field of development and population activities, including programme designing, appraising and management.
• Demonstrated ability to refine programme design to ensure alignment of organizational programme objectives to national priorities/capacities.
• Proven ability to lead and manage teams to achieve demonstrable results.
• Excellent written and oral communication skills to foster engaged partnerships at a high level of representation and to maintain political partnerships.

Languages:
Fluency in oral and written English and Myanmar is essential with ability to write clearly and concisely and to compose correspondence and documents in both languages. Knowledge of local languages in one of UNFPA target states and regions is an asset.

Computer Skills:
Proficiency in current office software applications.
