The Post-Nargis Recovery and Preparedness Plan (PONREPP) is a response to this progression, outlining an indicative three-year recovery plan which takes a peoplecentred approach of promoting productive lives, healthy lives, and protected lives. The PONREPP draws on the PONJA, the first Periodic Review of the cyclone-affected communities undertaken in October-November 2008, and the initial findings of the Social Impacts Monitoring study.

Building on previous experiences and lessons learned by all partners about what works best in the specific context of Myanmar, the National Strategic Plan identifies the key principles underpinning both the plan itself and its future implementation. Among these are: the adherence to the “Three Ones” principles – One HIV and AIDS Action Framework; one National Coordinating Authority; and one Monitoring and Evaluation System – the participation of people living with HIV in every aspect and at every stage of the strategy, a primary emphasis on outcomes, defined as targeted behaviour changes and use of services; and a focus on the Township level with selected “Accelerated Townships” receiving support towards accelerated programme implementation.

The population and housing census represents one of the pillars for data collection on the number and characteristics of the population of a country. The population and housing census is part of an integrated national statistical system, which may include other censuses (for example, agriculture), surveys, registers and administrative files. It provides, at regular intervals, the benchmark for population count at national and local levels. .
